The Office of Management and Budget will ensure that program managers, based on the
availability of revenues, receive the exact amount of resources needed to operate
effectively and efficiently. OMB is responsible for the development and monitoring of the
annual operating and capital improvement budgets, fiscal policy analysis, and special
projects research. OMB also coordinates program evaluations and provides management
consulting services as requested by the Board, the County Administrator and Program
Managers. Staff will continue to review and streamline the budget process.

Functional Responsibilities:
OMB is responsible for the development and monitoring of the annual operating and
capital budgets, fiscal policy analysis, and special projects.
OMB coordinates program evaluations and provides management consulting services.
Publishes annual operating and capital improvement budget documents
Reviews budget amendments submitted to the Board
Responds to fiscal concerns registered by the Board and County Administration
Coordinates the production of the budgets with all constitutional and judicial officials
Conducts special management studies at the direction of the Board or County
Administrator.
Assists in the implementation of Comprehensive Plan
Serves on personnel selection, RFP and special research committees
Conducts monthly expenditure monitoring
Produces a semi-annual and an annual report for submission to the Board.
Staffs the Investment Oversight Committee.
Assists in preparation of the Cash Disbursement Schedule required under the Surplus
Funds Ordinance
