Disparity Study Update
Final Report
Summary
In October, 2008 Leon County Board of County
Commissioners contracted with MGT of America Inc. to conduct a
minority and women-owned business enterprise (MWBE) program
disparity study update to determine whether there is a compelling
interest to continue implementing a narrowly-tailored program.
The
Leon County Disparity Study Update Final Report is an
analysis of availability, utilization and disparity with regard to
MWBE participation. The disparity study update reviewed Leon County
contracts and procurement data for the period of October 1, 2004
through September 30, 2008.
The purpose of this disparity study was to:

Examine barriers that may have resulted in disparities in
the utilization of available MWBE's and Non-MWBE’s.

Identify the availability of MWBE’s that are ready, willing
and able to do business with Leon County in the relevant
market area.

Analyze the contracting and expenditure data of Leon County
to determine it’s utilization of MWBE's.

Determine the extent to which any identified disparities in
the utilization of available MWBE’s by Leon County.

Recommend programs to remedy the effects of marketplace
barriers that adversely affect the contract participation of
minority, women and small business enterprises (MWSBE) and
non- MWSBE's.
The results of this study and conclusions are
presented in detail in Chapters 2.0 through 7.0.
