On February 1, 2009, the Leon County Office of Sustainability and one full time Sustainability Coordinator position was established.

Mission

The Mission of Office of Sustainability is to initiate and maintain a commitment to sustainable practices through innovative leadership and cooperative partnerships within Leon County operations and our community.

Sustainable Operations Team

Pursuing a sustainable future takes a team approach. Various Departments and Divisions within the County contribute to our goals. A Sustainable Operations Team has been created to help guide the development and implementation of sustainable efforts within County operations. Maggie Theriot

Born and raised in Tallahassee, Maggie Theriot (“Terry-O”) has a personal connection to the community around her. This interest helped guide Maggie toward her career in local government.

As Leon County’s Sustainability Coordinator, Maggie makes sure Leon County operations are as sustainable as possible. She focuses on energy conservation, waste reduction, recycling, and building operations to meet the County’s sustainability goals.

Maggie is the point person for sustainable actions both internally and in the community. As the County’s liaison to local, state, federal and nonprofit groups, she leads lectures for local governments, businesses and individual citizens.

Part of Maggie’s role as Sustainability Coordinator is to implement an energy conservation plan to reduce the County’s emissions by 20 percent before 2017. Maggie has also spearheaded projects to update building equipment and air-conditioning systems, as well as the coordination of the 2009 Leon County Solid Waste Spectacular.

Maggie formerly worked for Leon County’s Office of Management and Budget as a budget analyst, which provided her with a wealth of knowledge of budgeting, capital improvement projects and strategic planning.

Most recently she served as Operations Manager for Leon County’s Facilities Management. In this position, Maggie gained hands-on experience with the internal operations of building maintenance, construction and operations of over 1 million square feet of County facilities.

Maggie holds a master’s degree in Public Administration as well as a master’s degree in Urban & Regional Planning, both from Florida State University.

Maggie’s personal passion for the community, combined with knowledge of finance, planning and county operations, have prepared her for the challenges ahead as the Sustainability Coordinator for Leon County.

Jon Brown

Jon serves as the Director of the Leon County Public Information Office and is responsible for management direction and daily operations of public information and education, communications strategy and message development, media and public relations, marketing of County programs and services, organizational outreach, new media/online design/development, and creative event solutions. The Public Information Office aims to develop and maintain a continuous positive image of Leon County government by fostering proactive and responsive communication with the public.

With a background in Civil and Software Engineering and training at Kennedy Space Center and the Jet Propulsion Laboratory, Jon started The Midnight Group, formerly Midnight Online, in 1996, as a two-man website development outfit based on a simple formula: unrestricted creativity and simple solutions plus clear communication and very little sleep. He and his team, that grew to six, transformed the college-born technology startup into an award-winning full service integrated marketing and creative solutions firm based on the same fundamental principles. As Principal, Jon served as the firm's visionary and directed Midnight's daily operations for a decade.

An honors graduate of Florida A&M University, Jon also served as the Chairman of Midnight Holdings, Inc., a holding company of several ventures including Black Men's Health, LLC. He also co-founded and chaired a non-profit youth development organization that focused on empowerment through technology and life experiences. Jon is a founder of the North Florida Multicultural Marketing Symposium and the Multicultural Marketing Student Forum, an annual event that presents national speakers and facilitators with expertise and real world examples of emerging African American, Hispanic, and Asian/Asian American markets. Jon assisted in the creation of the Technical Symposium Development Council, Inc. (TSDC), a firm that implemented symposia and seminars focused on research in science and engineering throughout the nation. He served in the capacity of Treasurer for the corporation and held a seat on the Founding Board of Directors. Most recently, Jon serves as a board member of the Challenger Learning Center of Tallahassee where he provides input and guidance on the organization's marketing committee. Jon has served as President of the Greater Tallahassee Advertising Federation and a member of the Board of Directors for the Fourth District American Advertising Federation (AAF) where he led a successful effort to approximately double membership, triple organizational giving related to educational scholarships and community outreach, and lobby, win, and plan two District Conferences and Legislative Fly-Ins. He was twice appointed by the Fourth District Governor as the District Diversity Chair and was responsible for 24 local clubs throughout the state of Florida and the Caribbean. Jon served the Greater Tallahassee Chamber of Commerce as a member of the Communications Committee, a Co-Chair of the Annual Chamber Community Poll, and a member of the Annual Chamber Community Conference. He also served as a Creative Advisor for Mary's Angels, a South-Florida based organization that assists with aid for cancer patients, and served the State of Florida Digital Divide Council as a Subject Matter Expert on the Technology Resource Partnerships and Community Outreach subcommittee.

Jon is a very strong proponent in the ideas of creative marketing, economic independence, entrepreneurship, and empowerment, often leading seminars for youth development to assist in the perpetuation of such ideas.

Tom Brantley

Tom Brantley was born in Birmingham, Alabama in 1959. He was raised in his family’s general store business, where he received an early orientation to work beginning at 8 years old. At only 17, and following early education in a one-room school house, Tom entered the University of Alabama to study in civil engineering. In 1982, he received the Bachelor of Science degree with honors.

In 1978, Tom started his professional career with the Chicago Bridge & Iron Company, as a draftsman and later a field engineer. His work has included the application of leading technology for nuclear power, petro-chemical process, military, NASA and local government projects. Tom lived in every southeastern state (Georgia, Florida, Alabama, Mississippi and Louisiana), before relocating to Florida in 1984 for construction of the Bradenton wastewater treatment plant and to implement a few high profile elevated water tank projects. In 1986, Tom met and married his wife Kathy (former Kathy Stephens of Bradenton, FL) and was employed by local government as City Engineer of Eustis. In 1988, he received a scholarship for graduate studies and accepted work with Leon County as a Utility Systems Engineer. Tom aspired through the ranks of Leon County, serving as its Chief Engineer, Facilities Director and currently Construction Director. In 1995, he graduated from FSU with a Master of Science degree in civil engineering.

Tom has received two preceding committee nominations, been a legislative finalist and was interviewed by Florida Governor Jeb Bush, for several openings on the Florida Public Service Commission. He is a licensed professional engineer in the states of Florida, Georgia and Alabama; both a certified underground utility and general contractor in Florida; and a land survey intern in Alabama. Tom has taught for six years as an adjunct faculty member at the Tallahassee Community College in architecture, engineering and building construction, and served two years as Chair of the Engineering and Technology Advisory Committee; for six years he was the Vice-Chair of an Advisory Board for Civil and Environmental Engineering at the FAMU-FSU College of Engineering. Tom has supervised and mentored countless students with their internships and senior design projects in the civil, environmental, industrial, and mechanical engineering fields; but also helped with occasional architecture, interior design or building construction students.

The Brantley’s have two sons: Hunter (age 16) in 10th grade at Chiles High School; and Garrett (11 in 5th grade), who is President of Desoto Trail Elementary School. Tom also volunteers regularly in community. He is a member of Killearn Lakes United Methodist Church, and served as the Chairman of Trustees for 3-1/2 years. Tom was a two-term member of Killearn Homes Association (Tallahassee’s largest master planned community), where he served as Treasurer and a member of Executive Committee. Tom was also a Head Coach for 5 years in YMCA and City youth sports, including numerous flag football, baseball and basketball teams.

Carl Morgan

A native of Tennessee and a graduate of the University of Tennessee with a 5-year degree in architecture. Relocated to Florida in 1973 and received architectural registration in Florida and Tennessee in 1976. Practiced architecture from 1976-1979, then joined the State of Florida Department of Management Services as a Construction Project Director. Various job responsibilities evolved from this association including acquisition responsibilities for all State construction sites, technical advisor to General Counsel relative to construction litigation, Deputy Chief of Capital Development, Assistant Director of the Division of Facilities Management, Executive Director of the Capital Center Planning Commission and Chief of Facilities Operations for the Florida Facilities Pool, which totals approximately 7.2 million sq/ft.

After a short tenure in Texas with a family-owned business, I returned to Tallahassee and joined the Leon County team as a Construction Project Manager, an experience I am truly grateful for and have sincerely enjoyed for the last four years.

Pat Curtis

Pat holds a Bachelor’s Degree in Computer Science and a Master’s Degree in Public Administration. Ms. Curtis has been with the County for nearly 16 years, serving as the MIS Director for Leon County for nearly 10 years. Previously, Ms. Curtis served as the Tallahassee-Leon County GIS Coordinator for 6 years. Her other computer work experiences have spanned 20 years in the banking/finance world, the civil engineering industry, chemical manufacturing, 8 years with the Mississippi State government’s GIS program, and one year with Miami-Dade County’s IT Department serving their 911 System.

As MIS Director, Ms. Curtis has promoted the strategic move of consolidating servers in the Data Center using virtualization technology to save power, space, and system management resources. The project has virtualized 84% of the nearly 200 servers in the County’s Data Center and has seen a drop of 10% power usage in the Data Center.

Virtualization of the desktop is the next project in line for implementation by replacing energy consuming PCs with zero-client devices. Desktop virtualization will provide energy and space savings as well as efficiencies in desktop support.

Other technologies such as SaaS (software as a service) are being pursued in the interest of cost, space, and energy savings by using computing power over the Internet. SaaS also encourages efficient use of existing staff by redirecting resources from systems support and maintenance to value-added business analysis and technology integration into the organization.

Tony Park

Tony has served for over 6 years as Leon County’s Public Works Director, and a total of nearly 30 years with Leon County Public Works. He oversees and provides direction to six Divisions (Animal Control, Engineering, Fleet, Operations, Parks & Recreation, and Solid Waste). With the County’s sustainability initiatives, Mr. Park is responsible for seeing that all of those Divisions are exploring and pursuing sustainable practices in accordance with Board Direction. More specifically as Capital Improvement Projects are developed, of which the Department of Public Works manages over 60% of these types of projects, Tony ensures that they are developed and designed to utilize techniques and practices that make the County’s facilities and infrastructures more sustainable for the overall health and well-being of the Community.

Leigh Davis

Leigh has been involved in the realm of public service for the over 17 years. She has been with Leon County the last 6 of those years. In her capacity as Assistant to the Public Works Director, Ms. Davis is involved with a variety of sustainability issues specifically those involving the Divisions of Fleet Management and Solid Waste. Her most significant contribution to the County’s efforts toward “Growing Green” was her leadership role as Conference Coordinator for the County’s first “Climate Action Summit” held in 2007. The conference, with nearly 400 participants, was considered the “kick-off” for the County’s sustainability initiatives and served as a spring-board for opening community dialogue.

John Pompey

John has been employed with Leon County for approximately 29 years. In his capacity as Fleet Management Director, John is involved in numerous sustainability issues that involved all Departments and Divisions within Leon County. One of his most noted contribution to the County's "Growing Green" was the Vehicle Replacement Policy. This policy was written in FY 82-83, and required the use of alternate fuels and supported the downsizing of vehicles when possible. John also contributed to the Draft Leon County Sustainability Policy.

Norm Thomas

25 years executive management experience in solid waste, including landfill operations, transfer station operations, waste hauling, waste collection, rural waste drop-off (convenience centers or mini-transfer stations) operations, and solid waste management facility sitting.

Pat Plocek

Pat has 40 years experience in park administration and design. He has been with Leon County as the Director Division of Parks & Recreation for four years. Working with park maintenance and new construction, Mr. Plocek is involved with a variety of sustainable issues involving this division. The division in the pass several years have been planting 1,000’s of trees on the Greenways to replace the forest cover that has been lost over the years. He has been responsible for installing an energy efficient athletic light system on seven fields and computerizing the systems at six parks.

Wayne Tedder

Wayne Tedder received a Bachelor’s degree in architecture from the Florida Agriculture and Mechanical University and a Master’s degree in Planning from the Florida State University. He has worked with a local engineering, planning and surveying firm for four years prior to working with the Tallahassee-Leon County Planning Department. He has worked for the Planning Department for 11 years and has been the Department Director for five years.

Cynthia Brantley

Carole Gentry

Daughter of a career Marine, Carole finished high school in Pensacola, although she was born in California. She received her A.A. from Pensacola Junior College and a B.S. in Elementary Education from Florida State University in 1990, where she also joined the Flying High Circus.

Carole has been with the county since December 2007 as the Community Education Coordinator. As part of her job, she loves "talking trash" with folks and enjoys educating citizens on waste prevention and reduction and of all things recycling. She is also the website ward and graphics person for her department.

Carole has been married for 18 years and is the Mother of three boys. In her spare time, she likes to read, shoot photography, and is currently teaching herself to play the banjo. She also volunteers with Leon High School JROTC and at Sealey Elementary School. Additionally she volunteers as a teacher of scorekeeping clinics for Florida District 20 Little League baseball. She also keeps score and announces at Northwest Leon Little League games and is a merit badge counselor for the local Boy Scouts of America.

Will Sheftall

Will Sheftall was born in Bay County, Florida, raised in Georgia, and received his M.S. in botany from the University of North Carolina-Chapel Hill in 1980. He has worked in Florida since graduate school, first for Tall Timbers Research Station, and then for the Florida Department of Natural Resources in Monroe and Lee counties, before being appointed to the faculty at UF. Will has served Florida on the University of Florida/IFAS Extension faculty for more than 23 years. He is an Extension Agent IV for Natural Resource Management in Tallahassee, working out of the Leon County Extension office.

His first 10 years were spent as Sea Grant Extension Agent and County Extension Director in Charlotte County, where he worked with artificial reef construction and with sustainable recreational boating, fishing and waterway management.

As a Natural Resource Agent in Leon County for the past 13 years, Will developed the first Extension Master Wildlife Conservationist (MWC) volunteer program in the U.S. He has been a leader in bringing FL-GA game management programs to area landowners. He served on the interdisciplinary team that launched the Florida Natural Resources Leadership Institute in 1998. He has been Principle Investigator for a grant-funded watershed education project in the St. Marks/Wakulla Basin, and two wildlife education projects. These and other grants have brought $635,000 to Leon County Extension.

Will’s current programming includes teaching citizens about the interconnections between climate, energy, water and food, and how to adopt sustainable practices that mitigate global change by reducing our carbon, energy and water footprints. Programs underway include teaching about energy conservation in the home, carbon- and water-neutral landscaping principles (including rainwater harvesting and on-site stormwater exfiltration), climate literacy, and the science of global climate change.
