The Engineering Services Division is responsible for providing professional support for Capital
Improvement Projects and other programs, including assistance to the public on an as need basis.
Professional support includes surveying, right-of-way acquisition, design, regulatory permit
acquisition, document preparation, contract administration, and construction inspection. Other
support services include water/sewer franchising, review and approval of publicly dedicated
subdivisions, issuance of right-of-way placement permits and driveway permits, and
inspection/administration of the 2/3-2/3 Program. The Division is also responsible for providing
professional support for the S.A.F.E. Program paving the County maintained unpaved roads. The
Stormwater Engineering program will implement the most cost-effective options to reduce
flooding and improve our surface and ground water quality. The Stormwater Engineering
Program is within the Division and is responsible for providing professional support for program
development, capital improvement programming, master planning and other projects.
Professional support includes design, contract administration, monitoring of projects,
construction and maintenance, and policy development.
Functional Responsibilities:
Provide survey, engineering, and construction management services at the Solid Waste
Management Facility
Develop the Capital Improvement Program for transportation, park, and stormwater
projects
Acquire right-of-way and properties for the Capital Improvement Programs and other
County agencies
Survey, design, and inspect construction of projects in the Capital Improvement Program
Prepare and procure the necessary federal, state and local permits for projects in the
Capital Improvement Program
Prepare and support submittals of federal and state grant applications for parks and
roadway improvements
Review and approve subdivision and site development plans for compliance with Leon
County Code of Laws and policies
Inspect construction of roadways and stormwater facilities within subdivision to be
publicly dedicated
Review and approve final plats for recordation into the Official Records at Leon County
Prepare and implement the Water/Sewer Agreement with the City of Tallahassee
Prepare and implement the Leon County Code of Laws for water/sewer franchises and
facilities
Administer permitting and inspection of water and sewer system construction
Administer permitting and inspection of utilities constructed within right-of-ways and
County properties
Administer permitting and inspection of driveway connections to Leon County's roadway
system
Administer and facilitate the 2/3 - 2/3 Program for roadway and drainage projects

Represent the County on local transportation and bicycle safety committees
Prepare graphical presentations with the CAD system for departments and divisions
Respond and provide information to the public in regards to traffic data, flood mapping,
aerial photography, etc.
Develop, administer and manage contractual agreements with outside consultants and
contractors
Provide data and participate in litigation issues for and against Leon County.
Manage and maintain permanent records of survey and engineering associated with
County projects.
Implement Stormwater Master Plan Studies
Verify compliance with federal NPDES permit
Monitor County-owned stormwater facilities for permit compliance
